- In a medium saucepan, melt the butter over medium heat.
- Whisk in the flour and stir for 1–2 minutes until slightly golden.
- Slowly pour in the milk, whisking constantly. Simmer until it thickens about 3 minutes.
- Reduce heat to low. Add smoked Gouda in handfuls, stirring until smooth.
- Mix in garlic, mustard, salt, and pepper. Adjust seasoning to taste.
- Serve warm or store in an airtight jar for up to 5 days in the fridge.
